1995 Chevy Lumina Electronic Flasher

I just found it on my car because it is having similar problems, the flasher switch is located underneath the steering column near the parking brake pedal.

You must first remove the interior panel under the steering column, and then you will see a small black box. If you look closely it is labeled "Turn/Hzd Flasher" or something of the sort.
