I just posted the exact same problem. Do you know where the fuse under the hood is for the fans?

On my car under the hood is a black cover on the right hand side that has fuses and relays, it is right by the washer fluid. There is a fan relay and 2 fuses one is large and one is small. They are each marked what they are. Also in the car dash panel is a havac fuse.

I checked them all in the car. I looked all over under the hood, but I was concentrating towards the back more. Hopefully they still had that in a 1991. Hope it is just that.

Have you checked with autozone. Com they have haynes repair manuals that tell parts locator, and trouble shooting. It didnt help me but might help in locating your fuse for 91s

If it was me I'll start at the relay/then to a temperature switch other than the CTS.
