Flasher

I have a 1994 Chevrolet Cavalier. 2 door 4 cyl. 190000 miles. The turn signals will not flash when pulled on. The emergency flashers work. I have installed all new bulbs. I replaced the flasher in the fuse block under the left side of the dash. When I remove the flasher while the emergency flashers are on they stop blinking. I understand there may be another flasher somewhere on the car. My question is does the car have a separate flasher for the turn signals and the emergency flashers.
