It has been overheating ever since I returned from overseas. I have had my head gasket replaced because it popped due to the engine overheating. The car overheats up while I am driving but immediately cools down when I stop! That is completely backwards to car logic. This is why I am confused. A car mechanic told me that my radiator was "clogged". I replaced the radiator with a brand new one and the same exact problem still exists! Can anyone please help me!

It sounds like you could have a clogged radiator, stuck thermostat, coolant leak or the radiator cooling fan is not working and there is an outside change you have a blown head gasket as well but to be sure lets run down these guides to help us pinpoint and fix the issue.
