why doesn't the radiator fan work when it is supposed to but will work when taken out and hooked directly to a battery and why does water come out of the tail pipe

Fan is activated by fan switch, which is in a coolant passage, when coolant gets to a certain temp, the switch will close and activate fan, so replace switch.

Water comes out tailpipe due to condensation, Convertor is very hot, and as gases flow out to tailpipe vapor condenses into water, nothing to worry about as long as water is clear.
