if the motor has never been started and has siezed can I reuse the head gaskets if I pull it apart to free it up.

NO, just torqing the heads down will crush them and the chemical seal is destroyed by taking it apart. How does an engine seize without ever running?

I dont know it just did. But I dont have money so I cant get new gaskets.

What work has been done on this engine? If you replaced the main and connecting rod bearings, and assembled them wrong, the engine will not turn! Could this be the problem?
