93 Beretta over heating

My girlfriend has a 93 Beretta, AT, AC, aprox 173,000 miles. She says it over heats when going through traffic and redlights. Does pretty good on highway as far as temperature. I think it is the fan not running when it should. When I tested for codes using the wire method, I noticed the fan runs while doing this, but it may not be coming on when it should. Would that be a temperature sensor? I understand the fan runs off of the ECM.

I have a 89 it was dieing at red lights ect I had to replace the temp sensor and the fan motor it would run sometimes then it went out and overheated I would try the cooling heat sensor keep a eye on the temp gauge make sure the fan comes on when it warms up sometimes it takes a few minuites if you know how to run a wire straight to the fan you can check it that way thats how they checked mine not sure where to put the wire so cant help there oh the sensor will keep the fan from comming on sometimes if its bad good luck
