1999 Chevy Astro Fuel pump?

1999 Chevy Astro 120000 miles

Sometime the truck will start, sometimes it won't.
If it doesn't I jiggle the fuel pump relay in the fuse box and it will start.
When it runs the gas gauge nettle jiggles, or quivers.
I had a leaky line fixed around and before the gas tank.
Could the job been done in such a way that fuel is being restricted causing the fuel pump to overwork and trip the relay?
It never had this problem until the repair.
Could the repair have loosened material clogging the fuel filter?

Also, I had to pull the AC fuse because it would start when the motor was off and kill he battery while I was gone.

Have you tried replacing the fuel pump relay? Also inspect the lines where repair was made, may have a line kinked up restricting fuel flow.

Inspect A/C fan motor relay.
