Going to wing it here since I dont have access to service manual. I think the 95 model had the CMFI injection system and if so, it takes a minimum of 54PSI to start the truck, but it will run on 51PSI. If I am correct and it has this engine, if you pull the inside hood, or doghouse, there should be a fuel pressure shrader valve to check fuel pressure on a fuel line on the drivers side. If you have access to a fuel pressure gauge, check it and see what the pressure is. If it is this system, the pressure regulator is mounted on the injector block which is located under the upper intake manifold. They are common for leaking down. If you can put a pressure gauge on where I said, turn on the key and see if pressure leaks down or holds.
