Car wont start but cranking

Good day, my car is cranking but wont start. I changed the fuel pump about two months ago so I do not think it could be that. The fuel pump relay is clicking when I turn the car to the on position and when I checked the voltage going to the pump with a multi meter I am getting around five volts do not know if that sufficient or not? The previous owner also has the fan wired directly to the auto trans fuse and the fuse is still good but the fan is no longer turning on so could it be that I am not getting enough power to the fuse box? Also radio not turning on anymore due to power issue.

5 volts is not enough to run the pump needs to be 12, test the fuse panel to see if there is 12 volts to other fuses, you could have a bad connection near the battery or the fuse panel needs replacement.
