If this is a security issue then you should be able to put the key in the ignition and turn it to the on position for 30 minutes and that will unlock the system.
However, when you turn the key to the on position does the theft light turn off or stay on? If it turns off then this is not a security issue. At that point we need to figure out why we have just a no start.

If the light turns off lets use some starter fluid and see if the engine fires. If it does then we have a fuel issue. If not, then we may have a spark/ignition issue. To check this we need to pull a plug and connect it back to the ignition wire and holding to the block then crank the engine to see if there is spark.
