Car wont start

My car will not start I just put a brand new battery in it but nothing, all electrical system works lights, radio, headlights when I turn the key to the start position there is no cranking sound that also sounds like a electrical short out be hind the glove box I took the glove box out and the sound seems to be coming from what almost looks like a relay of some sorts it has blue and white wires going to it the wire go into the black relay looking thing and that is where the sound seems to be coming from the windshield wipers all do not work and they make the same sound happen in the same area when I try to turn them on.

What happens if you unplug that relay?

I am unsure which relay it is and it does not say in the manual.

Hello,

It sounds like it could be the starter itself, check the fuses first though, here is a wiring diagram to help, do some testing using a test light and get back to us so it will help others,
