Car not pulling low RPM

My car will idle fine all day. I put it in gear and it doesn't turn over 1,300 rpm. It wont pull, it doesn't go faster than 15 with pedal to floor. What is the issue?

If there is a major loss of power, my first suspect is always a plugged catalytic converter restricting exhaust flow from the engine. Take a look through these links. The first talks about symptoms related to the converter, the second discusses how to check one, and the third shows in general how one is replaced. If you are able to test it, let me know the results. I will also say that often times when the converter is plugged, it will basically overheat and glow red hot, so you can look for that symptom also.
