No, a bad fuse will not cause another fuse to fail.
A fuse fails from current draw that exceeds the value of the fuse. You need to find the reason for the high current draw.
It could be from a short in a wiring harness or the component it is controlling.
You need to have the circuit tested for both the fuel pump and the PCM. If there is no short in the harness, then it may be a bad PCM and a fuel pump.
Whatever you do, never install a larger rated fuse in the circuit or you could cause a fire.
