Something tells me you have a relay that is going bad and you hear it kicking on and off until it finally decides to do its job. I hate to say it, but you need to get under the dash. Check near the fuse panel for relays and see if you can find the part that is making the noise. Most relays are small black box shaped devices that plug into an electrical grid. They are aprox 1" square (well, maybe a bit larger than an inch but not much). When you see them, turn the key on to cause the noise. Touch each one. You will actually be able to feel it clicking inside. Once you locate the one that makes the noise, remove it, take it to a parts store and have them match you up with a new one. Then just replug it in and it should take care of the problem.
