low beam headlights on 1996 Buick Regal GS 2 door

I have a 1996 Regal GS Coupe, 91,000 miles, 3.8L engine. Driving home last night in the dark and the rain I was periodically switching from my low beam headlights to my high beams since I was on a country road and in deer country. After doing this several times, when I switched from high beam to low beam because of an oncoming car, my low beams would not come on at all. I was forced to drive the rest of the way home on high beams. What has failed? I think it might be the combination, turn signal, cruise control and wiper switch since that also controls the headlight low/high beam. I do a lot of night driving and need those low beams to work.

Check your under fuse block before you start replacing parts! And # 39 inside fuse block...

Bottom pic shows top row second from right 30 maxi fuse..check that. If you need testing info on the switch let us know...
