turn signal flasher 93 buick park avenue 137k miles 3800

My turn signals slowly stopped working and I believe it is the flasher because when I attempt to use the turn signals I do not hear it. I have purchased the correct flasher to replace the old one with but I can't locate the flasher on my car. I was told to turn on the hazards and follow the ticking sound because they would be next to each other and after pulling off the bottom of my dash I am still unable to locate either flasher at all. Please help.

try above the brake padel on the steering housing
