1998 Buick Park Avenue Non-functioning Right Turn Signal

The right turn signal does not work even though the left works fine, and the emergency flashers all work OK. I was told that it could be either the turn signal switch, or a turn signal flasher. How can I find out for sure?

In right turn does indicator on dash light up? does either front or rear bulbs come on?

Neither the bulbs nor the dash indicator light up.

Maybe flasher behind dash right of steering column turn on left follow the clicking
