There are various ways of repairing this.
First try this:
Take a magnet of decent strength, turn the key off and wave it slowly over the gauge needle and you will see it move, keep working it around until you get it to flip and then turn the key on. This is the best way.
A Voltage spike caused this. Remove positive and negative bat cables and put together for 15 seconds. This should discharge any charged capasitors within the cluster. Some cluster do not like voltage spikes.
You can also:
Remove cluster and shake till gravity takes the needles to zero. Remove cluster fuse when doing this. Reinstall fuse when done.
Drill a small hole ithe plastic lense and fish the needle over or dissassemble the unit and reassemble.
