After 2+months of not being run during a surgical procedure the battery was completly dead after a start attempt and then charging the battery the needles for the feul and temp gauges were found to be below the pegs and of course now can't read.

The fuel gauge has done this twice on the wife's 99 PA and I have pulled the plastic trims around the dash cluster and then removed the cluster, opened the clear cover and rotated them back by hand. This is caused by either disconnecting the battery or trying to crank it with a discharged battery. What I do now if I have to disconnect the battery is pull off the lower dash cover on the pass. Side under the dash (it's a large black plastic cover that is held in place with 4 screws or so) and look for the fuse block behind it and remove the dash/instr. Panel fuse, then I disconnect the battery. When repairs or battery change is done and connected I will then install the fuse and re-install the lower dash cover. Kind of a pain but it is much easier than pulling out the cluster and fixing the gauges.
