1992 Buick Park Avenue Think it has some bad wires

I just bought this Buick a couple of weeks ago, and since then the only problems I've had have to do with the car not starting at random times. The first time it happened I got a jump and it started up fine. Not the case the second and third time. Someone did suggest that it appears to have some bad wiring and the battery is unable to reach the starter because when I do try to start it there is no sound from the engine. I did happen to notice electrical tape an most of the cords connected to the engine which I assume is not a good thing. Should I be looking into replacing all these wires?

The wires may be fine. Make sure the battery terminals are clean and tight, and make sure the ground to the engine block is clean and tight. Let me know what you find.
