1986 Buick Park Avenue no power to fuel pump

1986 Buick Park Avenue Two Wheel Drive Automatic 140,00 miles

Hi
my son ran out of gas in this car. The starter was going bad so we replaced the starter and the fuel pump. The pump is not working when it is in the tank and assembled, but works fine when tested out of the car. The harness seems to not be getting power from the battery/wiring that feeds the harness. What could cause this?

Have you checked the fuel pump relay?

we did check the relay's they are all working.
