Engine Mechanical problem
1998 Buick Park Avenue 6 cyl Two Wheel Drive Automatic 174K miles

OK I BOUGHT THE CAR THINKING ALL IT NEEDED WAS A FUEL PUMP I CHANGED THE FUEL PUMP STILL NOT WORKING I CHECKED THE RELAY AND IM GETTING 12 VOLTS I CHECKED IT I WAS TOLE TO JUMP #3 STILL DIDNT PUMP. AT THE PUMP AND ONLY GETTING 8V. THE PUMP WORKS CAUSE I JUMPED IT WITH A SPARE BATTERY AND THE CAR RAN FINE SOMEBODY SAID SOMETHING LIKE THAT THE OIL PRESSURE SWITCH WILL MAKE THE FUEL PUMP NOT WORK AS A ENGINE SAFETY FEATURE. WHAT COULD BE MAKING THE PUMP NO PUMP WHEN IT DOES WORK?

The computer energizes the fuel pump relay and power to the pump only last for 2secs when the relay de-energized. For initial priming of the fuel system. When the engine is cranking over oil pressure is being built up at which time the oil pressure switch will close and powers the fuel pump from there on.

Check fuel pressure and also while cranking engine over check for injector/s pulses-fuel injector/s might not be pulsing therefore no fuel delivery to the cylinders.

Yes but only when I jump it off a battery it wont work when I plug it in the car I need it to work properly. Meaning I need it to work w/o jumping it. Could the oil pressure switch be stoping the fuel pump from working. The fuel pump it self is not working on its own at all unless I make it because something is stopping it from working.

Try checking the fuel pump control module behind right rear wheel house.
