Both turn signals, front and back do not work

Hazard flashers (front and back do work).

Has been an intermittent problem for a while, especially in damp, or rainy weather. Usually restarting the engine would cause the turn signal to resume function.

Had to replace wiper motor. During the period of time, (several days) when wipers were disconnected, the turn signals worked perfectly. After getting the wipers repaired, the turn signals will not work at all, but hazard light flasher does work.
Radio, interior lights, dash lights also work.

Where do you suggest that I start?

Hello,

It sounds like the combination flasher is not working correctly but to be sure here is the blinker system wiring diagrams so you can see how the system works and the location of the flasher in the diagrams below. You can use this guide to see where you are loosing power:
