Yes there is a common issue with E-30 instrument clusters. The driver chip fails and the remedy is either seeking out a speedo/tach repair service or outright replacement of the speedo and or the cluster and or the service interval board (the narrow circuit board with the nicad cells soldered to it) I would start with a visual inspection of the disassembled instrument cluster and go from there. If the batteries are old and leaking the service interval board will require replacement. Repost to me or send a PM if more assistance is required.
