Speedometer/VSS

I own the car listed above EX model 5 speed transmission. Driving the other day the speedometer started jumping around and finally quit all together. It threw 2 codes p1298 and p0500. I've replaced the load detector and the speed sensor and have tried 2 different clusters the blue and white wire has 4.8 volts all the time. The black and yellow has 12v with ignition on and I have good ground. I've checked everything I could think of. When I hook my scanner up to the car I can drive and read speed so it's obviously making it to the computer and last night I hooked the head of the speed sensor to my drill chuck and with the ignition to position 2. I gave it a spin and it works on the cluster. What am I missing here? I have a jdm f23a motor and alternator and lower manifold the rest is all usdm. Thanks for your time.

I attached the info about this system. Take a look at the bottom section where it talks about the VSS. Basically the sensor grounds the blue/white wire which creates a pulse as it spins. We need to check the ground G101 and make sure it is tight and clean. Then we need to run through the diagnostic attached for the P0500. It appears you have done some of it, but let's go step by step and see where it leads.
