Anti theft lockout

I replaced my ECM with a used one from the junkyard, not knowing it needed to be programmed I think I activated the anti theft and locked myself out. Yes the red dot(light)stays on consistently and it started and cut off three times, and now it will not crank at all. Instead of trying to get a used ECM programmed I brought a refurbished one online. It has my mileage and VIN programmed into it, with the new ECM it cranked but would not start. After three attempts now it will not crank and the red dot is still on. Seems like I need to reset the anti theft or key or something even with a new and programmed ECM.

Here is the thing, the computer must be programmed in the car because the information between other computers such as the BCM must be initiated. In other words the computer network must be configured. I know some say they can do it by VIN number and such I just do not know how? I cannot find information that supports the success of programming without the car?
