95 S-10 crazy idel

I have a 95 S10 4.3 4x4 cpi, I have been having problems with the idle surging up to 2000 r's. This is an intermitten problem, it may happen for the entire day, or it may not happen for a week! I have replaced many of the sensors. There may be multiple problems, I am not sure, Here is what is happening, 1) The fuel pump relay will start going crazy, it will just click like there is no tomarrow and the dash will light up, and after this happens the idel will hang anywhere around 700 to 2000. After this happens if Turn off the enging and wait 10 seconds and restart, it (usually) will run fine. 2) If I am sitting at idel the rpm's will slowly crall up to 1700 to 2000 and the same with this, (usually) if I shut it off and wait, then restart it seems to run fine! I am at whits end with this truck and am getting ready to push it into the lake, any suggestions would be greatly appreciated! Thanks a million
