While the brakeis depressed at idle speeds the car wants to stop and sometimes does also sometimes when you accelerate after a stop it boggs down. I have replaced the plugs and wires. The rpm gauge also fluctuates when at idle with the brake depressed.

Simple, you have a bad brake booster that is leaking vacuum when you depress the pedal causing all sorts of wierd problems. Good Luck

How can it be a bad brake booster when the rpm fluctuates even when i n park.

A vacuum leak is a vacuum leak regardless. It is greater when you depress the brakes. In the past 40 odd years of garage ownership I have replaced hundreds of brake boosters. Good luck
