Just recently, my '89 or '90 Acura Legend started making a noise that sounded like a plastic shopping bag was lodged in the front passenger wheel. I asked my grandfather, and he said it was just a bar that had got knocked loose on the front from hitting a curb.

It continued to make the noise, and I noticed that either steam or smoke is coming out from under the hood on the passenger side. It's not particularly hot, but I do notice it a lot more when it is cold outside.

I'm looking into getting a new car soon, so I don't want to spend a bunch of money, can anyone help me?

The flapping noise could be anything that is loose and you need a visual inspection to check what is wrong.

Open the hood to check where the steam or smoke is coming from. It could be coolant boiling due to overheating and coolant leakage somewhere.
