No, the valve is stuck open too far. It will not lower the pressure by bleeding it out.

You need to replace it.

So from what I understand the problem is not because the low side has high pressure but the expansion valve is not working probably right?

The high side pressure is too high and the reason is that the expansion valve is bad. After you replace the expansion valve and dryer, evacuate the system and charge it, the pressure should be 25-30 lbs.

Sorry for delay. I have the found the problem; it is the high pressure pipe is leaking again. I just replaced last year. I mean is there is something else could do that? Thanks

As I stated previously, the expansion valve was your issue based on pressures.

Checked by the mechanic he said the the compressor is weak no need to check the expansion and the low pressure was 35 psi.
