AC only on passenger side

Greetings, So this is my wife’s car and she has been complaining about the air in her car ONLY working on the passenger side, and warm air on drivers side. 2 years ago I replaced the drivers side blend door actuator. And that fixed it. But this time when I assumed it to be actuator again.I got upside down to check it and it was still moving. So drivers side actuator is working just fine.I checked all fuses. Good! I even checked the wired connection to the fan and it was good and fan was running no problems.I found the cabin air filter behind the glove box. Pulled it out filthy! Looked like someone racked my yard with this filter. So went to the store and replaced it. Unfortunately. That didn’t help. I also had Freon levels checked by a professional. He said they looked good. I am stumped. Guy at Auto XXXX told me to check passenger actuator. But if that side is cold I assume it’s working fine. Please help.

If the actuator is moving that could mean inside the plenum the door that divert the air has come undone. To be sure lets remove the actuator and move the pivot by hand to confirm.
