2004 Hyundai Santa Fe cold air leak

During cold weather, the front seat passenger side seems to leak cold air at the floor level. I have pulled back the carpet and cannot see where the cold air enters, but a passenger's feet and legs will be cold during the winter while the driver is comfortable. What's up with this?

On the passanger's side is where the heater core, blower motor. Are located. They are in a large plastic housing which is all part of the HVAC system. The housing attaches to the firewall of the vehicle and it has a rubber material around it that is used to seal off outside air. Chances are either the seal has failed or was never installed correctly. That is where I would start, but it isn't an easy job.
