The clutch itself won't spin. The pulley runs on a bearing and turns freely until power is supplied to the clutch coil. The clutch coil is an electromagnet that draws a clutch tight against the pulley which then engages and turns the compressor.
When you get the new one installed, if it works (and I hope it does), great. If it doesn't, then we need to make sure it is getting power to the clutch coil to engage the compressor.
