I do not know what to do to get this car's air conditioner to blow out cool air.

You can try to pull hvac fuse inside car to see if it will reset the actuators pull it out for 60 seconds then reinstall with key on. Then after starting car check big pipe going into firewall for air and see if it feels cold it should. If not then it's something else like low on Freon/a compressor problem etc.
