Four wheel drive engages but will not pull

You can put it in four low and feel that it a in four low. When you put it in gear I looked under there and seen the vacuum line was off put it back on but did not change a thing. Any guesses on what it could be?

See picture for causes. Also, check to see if you have vacuum on hose and see if encoder motor is getting power on T-case.
