May engines do not have a stand alone access port for fuel pressure, you have to "T" in to the fuel line at one of the connectors, you will need a good quality fuel pressure test kit that has a range of fittings, it sound as if the fuel pressure id bleeding off and when starting you have low pressure, a quick check is to cycle the fuel pump 2-3 times before starting, if it starts ok, you will have a fuel pressure issue, as this will ensure fuel rail pressure when starting.
