drivers window, 2006 chrysler town & country

2006 chysler town & country-window motor runs with 11.1 vdc. new switch will not make it run. sw connected to wiring but not motor ohm's readins at motor connector is 2667. with ign sw on and window sw activated - up=11.64 vdc, down 11.63 vdc.
why won't the motor run????

Not sure how you're measuring the voltages, but when you have voltage on one motor wire, what do you have on the other one? The readings must be taken while the motor is plugged in.
