Usually a delayed start is related to fuel pressure drop off. Try this.
1) From the off position, turn the key to the run position (engine off) and count to 5
2) Turn the key off.
3) Do the above 3 times. On the 4th time, see if it starts easily.

As far as the noise, Ford power steering pumps make a whining noise. Make sure the fluid is clean and full and see if you notice any change in the sound when turning the steering wheel.
If you could, let me know if any of this helps. Also, I need to know what size engine you have. Please keep in mind, with the number of miles on the engine, compression may be getting lower. That can cause a delayed start as well.
