I have replaced the blower motor resistor and the blower motor. But the problem is the blower motor works perfectly fine on all speeds when I just turn the key on but not started! However when I start the truck it doesn't work at all!

That sounds like an ignition switch issue. Is there anything else that doesn't work?

Check under the hood and dash for body ground straps that may be damaged or disconnected.
