I have a 2003 Chrysler Town and Country. Have recently noticed i'm losing power steering fluid. Upon closer examination, I discovered that when turning hard right, fluid gushes out from the bellows. I realize the bellows replacement isn't to complicated, however, is there a seal behind this that I will need to replace as well, and can this be done with general hand tools?

Nope. You need to replace the rack and pinion assembly. Parts are not available. The boot is just to keep dirt off the sealing surface of the rack. A seal further in is leaking.
