2003 Chrysler Town and Country van pulls to left

I took the van to the dealer for alignment but they said one tire a little more tread wear then the other so they couldn't set the toe in. Tires only had 4000 miles on them so I said to do best they can. Their read out sheet showed changes they made. Car drives same as it was. Every time i've taken a car for alignment they can never do it with out 5 or 6 hundred dollars in repairs. My question is, will 1/32 nd more tread wear on one tire keep toe in from being set well enough to stop the van from pulling to left.(Front wheels)

Hi:
You can set tow under those conditions. It's common for the right tire to wear faster than the left because it's the drive wheel. (Was I correct to say the right tire is the one with less tread?)
