You do not replace the CEL. It is the Check Engine Light and when it comes on, it means an error has been detected in the engine control and management system.
Once the error has been corrected, the CEL would turn off.
The alarm and auto starter not working could be due to a blown fuse or a fault in the system. It could also be disconnected by the person performing the repairs if they were working before repairs.
