2002 Dodge Caravan lighting

I have a 2002 dodge caravon, when I turn on the headlight in the car only one lights up. Then when I turn on the stronger lights the other one turns off and the one that didn't work for the low light turn on?

Most likely they are double filament bulbs. What the issue may be is that both bulbs just need replacing. The filament for the low beam on one side may be out and the high beam filament for the other side may be out.
