Hello,
If the wiper gets turned when they are frozen few things can go bad.
It can burn up the wiper motor. It can strip out the spline for the wiper arm, which will make the motor to come on but not operate the wipers.
It can also blow a fuse.
If you do not hear the motor come on when switch turn on, first check the fuse. It is located under the hood fuse block.

If the fuse is good then it is likely the wiper motor that is bad.
To replace the wiper motor you will have to first remove the cowling cover at the base of the windshield. After that is removed you will see the wiper motor.
