My Renault Clio engine wont start up

I went out to my car this morning and she started up fine but i switched the ignotion off within 1 minute went back in the house and came out to start the car up again and the engine wouldnt fire up. I know the battery has power because the electrics in the car work and the lights etc, when i turn the key you hear the car trying to start going fast so i guess this tells me the batterys still got plenty of power.
I have taken off the TDC sensor, cleaned the metal tip and replaced it but the starting problem still persists.
I also tried putting my foot on the gas while turning the key, to help start the engine but still no luck.

Also when i put the key in and turn the electrics on you hear a weird sound and when i turn electric off and take my keys out the ingition, the petrol gauge needle stays in position instead of reasting at the bottom liek its meant to, you can see this in the youtube video i have attached.

Is this more likely to be a fuel pump/sensor issue or a spark plug issue or maybe the engine is just flooded ?

Do below to determine if its fuel or spark problem

Get a helper disconnect a sparkplug wire or 2 and ground it to the engine atleast 3/16 away from ground-have helper crank engine over-do you have a snapping blue spark? If so-you have a fuel related problem, Do you hear the fuel pump come On when you turn key on? If not check fuel pump fuse and fuel pump relay if okay-check the fuel pressure to rule out the fuel filter/fuel pump/pressure regulator and listen to the injector/s are they pulsing or hook up a noid light. No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs,coil's resistances,cap and rotor,distributor pick-up coil, ignition control module, cam and crank sensors and computer Note: If it doesn't apply disregard it and keep testing
