What can I do to get it started?

I have a 2001 Stratus, it will not turn over. I tested the starter, alternator, starter relay. Could it be a damaged lifter if I hear a ticking or tapping noize when I try to start it or could it be as simple as changing the spark plugs?

Does car crank but not start? Noise you are describing could be timing chain issue. Should be able to hear that there is no compression. If you don't know the differance in a engine with comp and one without use comp tester. 190000 is about right for tensioner or guide to fail. But more than likely car would of had to been running and died with no restart.
