2001 Intrepid starting

2001 intrepid has a asd relay draw but car starts. Replaced relay and now the 5 amp draw went away but the car wont start. Put the old relay back in and the car starts but the 5 amp draw is back, does any one have any solutions.

Swap the old relay with the one for the radiator fan or AC compressor. If that item turns on, the relay contacts are welded together. Those other relays are the same and should work for the ASD function.
