when the car is first turned on it howls really loud for a short period of time. the heater blower does not come on at all. Is the heater blower gone or is the heater switch gone, also does the noise have anything to do with the heater problem ?

The only way to know for sure is to check if there is power to the blower motor. Tell me, where is the noise coming from, what area?

That sounds like the blower motor itself. It is located under the dash on the passenger side.
