Poor acceleration

Ford Focus 2000 Zetec has poor to nonexistent acceleration when the throttle pedal is pressed about 1/3 of the way down. On level ground it accelerates slowly then runs fine. On a hill, or trying to start quickly from a standstill, or using cruise control "Resume, " the engine just dogs down. Doesn't seem dependent on the gear (manual) or the engine RPMs.

Do them rpms climb fine just vehicle isnt going anywhere or rpms and vehicle slowly dog up to speed? Have you noticed a decrease in gas mileage when this started. Also how many miles are on it. And you say 1/3 throttle. What if you had wide open throttle. Or half throttle.
